Key Laboratory for Geo-hazards in Loess Area,

Ministry of Land and Resources

(I) Overview

The Laboratory of Loess Geological Hazards was established under the Xi’an Center of Geological Survey, China Geological Survey and was approved to be included in the program for building the third lot of key laboratories under the Ministry of Land and Resources of the People's Republic of China in June, 2012. Being established in Loess Plateau and the loess distribution areas of China, the Laboratory features the research characteristics of the loess like its regional academic value in the world and the special engineering geological properties. It provides solutions to major theoretical and key technological problems encountered in study on geological environmental protection and geological hazard prevention and control in the loess areas of China, and develops and establishes new theoretical and technical method systems for loess geological hazard prevention and control by centering on the major demands for geological hazard prevention and control in China’s economic and social development and through inter-disciplinary coordination, so as to provide scientific bases for geological environmental protection and hazard prevention and mitigation in loess areas. The Laboratory aims to become an internationally advanced key laboratory and a high-level talent base specialized in loess studies.

The Laboratory, according to its research targets, defines 5 research directions for research, i.e., hazard-forming environments and hazard-forming laws of loess geological hazards, loess geological hazard forming mechanisms, early identification of and monitoring and early-warning for loess geological hazards, key technologies for loess geological hazard prevention and control, and risk evaluation and management for loess geological hazards.

The Laboratory currently has 36 permanent employees, who are mostly young and middle-aged backbone persons and have an average age of 36. This is a new force full of youthful spirit and striving to make progress in the research field of loess geological hazards. The Laboratory is composed of 5 research teams and 4 labs, and has various laboratory testing equipment, including unmanned aerial vehicle, three-dimensional laser scanner, soil-water characteristic curve tester, large-scale field shear tester, groundwater dynamic monitoring system, and slope deformation monitoring system.

 Since 2006, the projects undertaken by the permanent researchers of the Laboratory have included 52 major land and resources survey projects, two projects of the National Key Technology R&D Program, 9 projects supported by the National Natural Science Foundation of China, 4 projects supported by the Special Research Fund for Non-profit Sector of the Ministry of Land and Resources, 10 projects supported by the programs of other provinces, ministries and commissions, and 37 other projects (mainly social service projects such as risk evaluation and prevention and control planning for geological hazards, and geological environment for mineral production). The average annual research expenditure of the Laboratory is about 50.51 million RMB Yuan.

At present, the main testing labs include Instrument Testing Lab, Numerical Simulation Testing Lab, Electronic Microscopy Lab, and In Situ Testing Lab for Geological Hazard. The field scientific observation bases include: Field scientific observation base for loess landslide hazard in Yan'an, Shaanxi, Field scientific observation base for loess landslide hazard in Yongjing, Gansu. Field Base for Mining Geo-environment in Tongguan and Groundwater&ecology field observation and research base of Yulin, Shaanxi, MLR.

(II) Organizational structure and scientific researchers

The Laboratory has a relatively complete organizational structure. The academic committee, composed of domestic and overseas famous scholars and experts in the research field of loess geological hazards, currently has 17 members. Four of them are full-time staff members at Xi’an Center of Geological Survey, China Geological Survey, accounting for 23.5%. The academic committee has one director, and three deputy directors. The Laboratory has one director, two deputy directors and one secretary general; and there are Research Division, Testing Division, and Administration Office set up under the Laboratory. The academic committee is the Laboratory's academic advising body, under which there are 5 Research Teams, i.e., Team for Hazard-Forming Laws & Risk Management, Team for Hydrological Mechanisms of Landslide, Team for Urban Geological Hazards, Team for Hazard Prevention & Control Technologies, and Team for Mine Geological Hazards, set up according to the Laboratory's development targets and research direction.

The Laboratory currently has 36 permanent employees, who are mostly young and middle-aged backbone persons and have an average age of 36. Out of these 36 employees, 10 have doctoral degrees, 20 have master degrees and 6 have bachelor degrees, with persons with master degree or above accounting for 83.3%. In respect of professional title, there are two research fellows, 6 associate professors and senior engineers, and 24 persons with medium-grade professional title. Their majors cover engineering geology, geological engineering, geotechnical engineering, environmental engineering, hydrogeology, resource and environmental remote sensing, and information technology, etc. One of the Laboratory’s employees has been listed as one of the Sanqin Scholars and has been awarded the following titles in succession: “Outstanding Individual” in geological hazard prevention and control, outstanding scientific and technological worker of the Ministry of Land and Resources during the “Eleventh Five-Year Plan”, “Outstanding Individual” in the survey and design industry of Shaanxi Province, labor model of Shaanxi Province, labor model of Xi'an City, “Excellent Member of the CPC” in China Geological Survey and “Excellent Member of the CPC” in Shaanxi scientific and technological system. One employee has been awarded as high-level talent of China Geological Survey, and one of ten excellent youths in Shaanxi scientific and technological system. Two employees have been awarded as scientific and technological new stars of Shaanxi Province. Two employees have been awarded as young outstanding geological talents of China Geological Survey. Ten employees have been listed in the database of experts for emergency response to geological hazards of the Ministry of Land and Resources. And one employee has been listed in the database of experts for mine geological environment protection, control and recovery of the Ministry of Land and Resources.

(III) Scientific research results

 The Laboratory firstly conducted detailed survey of geological hazards, with working areas in 7 provinces (autonomous regions), i.e., Shaanxi, Gansu, Ningxia, Qinghai, Xinjiang, Shanxi and Henan, and 55 prefecture-level cities and 379 counties (districts, and county-level cities), covering a total area of about 156.7×104 km2. From 2006 to 2013, the Laboratory completed 1:50000 geological hazard survey work in 77 counties (county-level cities, and districts) of 16 prefecture-level cities (prefectures) including Yan’an City and found 14,161 potentially hazardous areas, including 6,004 areas for landslide, 2,037 areas for collapse, 2,072 areas for debris flow, 3,907 areas for unstable slope, and 141 areas for other types of geological hazards, providing basic information for hazard prevention and mitigation in Loess Plateau. The Laboratory has carried out monographic scientific research and made technical breakthroughs centering on the geological hazard survey techniques and methods and key issues in loess geological hazard prevention and control, and has obtained a lot of research results, providing theoretical basis and technical support for project implementation and loess geological hazard prevention and control.

(IV) Awards

Since 2006, the Laboratory, by dint of implementation of projects, has gained two first-class and two second-class province- or ministry-level scientific and technological awards, one second-class result award of China Geological Survey, has published 4 monographic books and three paper series, and has participated in preparing 6 books about specifications. In the permanent researchers of the Laboratory, total 57 persons have been awarded national or province- or ministry-level talent or honorary titles, and two project teams have won the honorary titles of national, ministry-level and industrial excellent team. The fixed employees of the Laboratory have published 184 important academic papers in China and other countries, including 52 ones listed by SCI, EI and ISTP, and 132 ones in core journals.

(VI) Tenet of the Laboratory 

 The Laboratory sets up open research foundation projects according to the operation mechanism of “openness, flow, unity and competition”. It actively creates good scientific research conditions and academic environments, which are open to domestic and overseas researchers, so as to attract and gather excellent talents from China and other countries. It conducts high-level researches in the frontier scientific field of basic theory research on and prevention and control of geological hazards, promotes the formation and development of this discipline and trains high-level scientific and technological talents. In addition, the Laboratory focuses on enhancing internal management, fully exerts the advising function of the academic committee and establishes and improves various regulations and rules for management to ensure orderly and effective running of the Laboratory.
